Did you change the settings by editing the php.ini file directly? The web server has two instances of PHP, one associated with the web server and the other with the command prompt, Command Line Interface (CLI). They can be different versions and therefor have their own settings. Check the setting affecting Joomla from the page System - System Information - PHP Settings.
