These things may not necessarily play a part in fixing the missing menu problem. For one thing, change the Session handler from Database to Filesystem.Also, I'm still not sure how to fix that "Session Path Writable: No", or how to make the "Session Path Writable".
You also have an Open Base Directive set on the website. Remove/disable the Open Base Directive.
Max. POST size and Max. Upload Size values are inadequate for Joomla 4. Suggest 128M for the former and 64M for the latter.
Give your SQL user ALL_PRIVS.
