To be clear and clarify: do you mean "upload" or "download" files (you switch terms within the above conversation).
Upload is usually PC to web server; Download is usually Server to PC.
Would you consider proper FTP if it's only a few users? You can create separate FTP accounts for them (but that depends on your hosting) and can restrict the folders they can access. They will need an FTP client like Filezilla, CuteFTP etc. You didn't mention the skillset of your users so setting up an FTP program may not be viable.
FTP would I think be the better option especially if the downloads are frequent and in large numbers of files.
A little off topic but there's also the need to consider web host limits such as file storage (inodes) and transfer (bandwidth) limits your host may impose.
